An Owner who cannot challenge the technical proposal cannot control the project.

This department acts for the Owner rather than for a contractor. It reviews what is proposed, verifies what is delivered, and gives the client an independent technical position on design, cost, schedule and quality.

The role can be a single review, a permanent site presence, or full project management consultancy across the investment. It works equally well alongside a third-party EPC contractor.
